Tires need to be taken care of before anything else on the car.
When you splash them with water the break dust goes everywhere. You don't want that ending up on your freshly washed car. You can simply wet and then wash your tires with a cloth (always use a separate one from what you clean rest of the car with). Then when they dry you rub/spray on a tire shine.
For better results you will want to jack your vehicle up. Always remember to use jack stands for safety. Remove the wheel(s) and wet them and follow up with a rough sponge and a gentle plastic brush to remove the more fussy mess. Clean the inside wall of the wheel as well. This allows you to inspect the wear of your wheel at the same time. On lowered cars its the inside of the tire that usually wears out quicker. It is hard to inspect the inside of a tire while its mounted. this allows you to take care of two tasks at once.
Before you apply tire shine make sure your rims are nice and clean. To get a nice long lasting shine use a product specially formulated to do the job. Apply it evenly. Use two coats if necessary. Follow this step after your rims are cleaned as well.
